Greece legalised it in 1999 — and wrote rules almost nobody can follow
On paper, Greece did the sensible thing. A 1999 law legalised and licensed sex work: a permit from the municipality, premises at a set distance from schools and churches, a health card stamped every two weeks. In practice the requirements were written so tightly — including, for years, that the holder must not be married — that the overwhelming majority of the trade never qualified for any of it.
What that produced is a country with a licensing system and almost nothing licensed. Athens has a few dozen legal premises against a market many times larger, and every part of that larger market operates the way it does everywhere else: privately, by phone, with nobody checking anything at all.
What Athens actually looks like
The visible layer is concentrated in a handful of streets around Omonia, Metaxourgeio and Filis — an area that has been in slow decline for two decades and that no local would send a visitor into after dark. The rest is apartments in the northern suburbs and hotel visits in the centre, arranged entirely through messages. Thessaloniki works the same way at a smaller scale, and the islands live and die by the season.
What goes wrong
Greece has one of the highest rates of recycled photographs in Europe, largely because the same galleries circulate between Athens, the islands and two neighbouring countries. The second pattern is the bar: a friendly approach near Syntagma or in the Plaka, a place around the corner, two drinks, and a bill with two doormen behind it. Neither is exotic and both are avoidable.

It is not a health certificate and it does not make an evening good, which is still your part. It removes the failure that starts almost every bad story, which is that the woman at the door was never the woman in the photographs.
